About the Conference:
The Eighth Annual IEEE Conference on Technologies for Homeland Security will focus on novel and innovative technologies, which address the most pressing national security problems.
The Conference will provide a forum for innovators to discuss ideas, concepts and findings to date. The conference will bring together innovators from leading universities, research laboratories, Homeland Security Centers of Excellence, small businesses, system integrators and the end user community.
New this year, the Conference will feature parallel tracks with invited talks in non-overlapping technical sessions. Also, the Conference will contain a planned session on Detecting and Protecting Against Terrorist Surveillance.
Call for Papers
The Conference is seeking technical papers in the following matrix of tracks and technical sessions (see below). Technical papers submitted should focus on next generation technologies capable of deployment within 3 to 5 years. The focus of technical papers will be on applied research, addressing hard problems where breakthroughs are needed.
A technical paper review committee comprised of leading academics, industry, government and venture capitalists, will review and select the most promising technical papers.

Global Border Security Conference and Technology Expo - Northcentral University Call for Papers
E.J. Krause & Associates, a world leader in exhibition and conference management, has teamed with Northcentral University of Prescott, AZ, to sponsor a White Paper contest for two different categories - including one for working professionals in academics, industry, law enforcement and military professionals, coupled with a second category for collegiate students under the age of 25. The topic for the papers must relate to the use of technology for border security: How can science best address the gaps and challenges faced on the world's borders?

Two separate awards will be judged, with both winners given an opportunity to present their work."
Dr. Clinton Gardner, President of Northcentral University, was equally enthused about the White Paper contest. "This is our second opportunity to team with E.J. Krause to promote a contribution to the body of knowledge in the fast growing field of homeland security. Our university has a history of innovation. NCU was the first 100% online university to be accredited to offer doctoral degrees with its initial accreditation by the Association of Collegiate Schools and Programs, which accredits schools focusing on teaching excellence. This White Paper competition is an extension of our growing partnership with industry."
White Paper contest participants must submit an initial abstract of 175 words by March 1, 2008. Final submission must be completed by May 1, 2008. The winner will be announced on May 21, 2008. Papers will be 9 - 11 pages long, double-spaced, 12-point Times New Roman font, submitted as a Word document to whitepapers@globalbordersecurity.com. Writers will provide their submissions in English using APA or MLA format. Previously published work may not be submitted. Papers will be judged using a double blind review and subject matter experts. Both winners will receive Savings Bonds, a plaque, and an opportunity to present their work on the first day of the Expo. All papers judged compliant with contest rules will be published in a proceeding of the expo. All papers become the property of E.J. Krause & Associates, Inc.

Between 2003 and 2006, nearly 63,000 cyber incidents were reported to the Homeland Security Department’s U.S. Computer Emergency Readiness team. The federal government is placing an increased effort in minimizing and preventing future attacks. The Wall Street Journal recently reported President Bush proposed a $6 billion budget to build a system to protect U.S. communication networks from attacks. This is in response to some recent information security news:
- The Department of Homeland Security counted 37,258 attacks on government and private networks last year, compared with 4,095 in 2005 (Source: Wall Street Journal)
- Auditors of the Department of Energy’s interconnected networks called 132 security breaches serious enough to report to law enforcement in FY06 – 22% more than in the prior year (Source: Federal Computer Week)
- Foreign hackers are increasingly seeking to steal Americans’ health care records, according to a Department of Homeland Security analyst. (Source: Federal Computer Week).
